However, amidst persistent challenges like rampant overproduction, the relentless pursuit of lower prices by brands, and a severely underdeveloped collection infrastructure, a critical question emerges: Is textile recycling a genuine solution to fashion’s environmental woes, or an exceptionally costly diversion from the industry’s deeper, systemic issues?
The Unfolding Crisis of Fashion Waste
The promise of textile-to-textile recycling is a vision of a world virtually free from textile waste. Conceptually, used clothes and textiles would be systematically collected, processed, and regenerated into new fibers, which would then be re-spun into yarn for new garments. The overwhelming majority of clothing that is not reused or resold is condemned to landfill or incinerated, representing an immense waste of material, energy, and resources. This colossal waste contributes significantly to greenhouse gas emissions, water pollution, and microplastic contamination, making the fashion industry one of the planet’s most polluting sectors. The sheer volume of discarded textiles is staggering; globally, it’s estimated that over 92 million tons of textile waste are generated annually, a figure projected to rise to 134 million tons by 2030 if current trends persist, according to reports by the European Environment Agency.
A Historical Perspective on Textile Recycling and Its Modern Revival
The concept of recycling textiles, while seemingly modern, has roots stretching back to the industrial revolution. In the 1800s, manufacturers in regions like Yorkshire, England, developed processes to shred discarded woolen garments and fabric scraps, blending them with new fibers to create a cheaper, albeit less durable, material known as "shoddy." This early form of recycling, driven by economic necessity, highlights a recurring challenge: balancing circularity with material quality and cost-effectiveness. The term "shoddy" itself eventually became synonymous with poor quality, a perception that modern textile recyclers strive to overcome.
The latter half of the 20th century saw a decline in textile recycling as virgin synthetic fibers became cheaper and more readily available, fueling the rise of fast fashion. However, growing environmental awareness in the 21st century, coupled with mounting waste crises, has reignited interest in textile-to-textile recycling. Recent years have witnessed encouraging signals that this entrenched linear model might be shifting. A new generation of textile recycling companies, pioneering advanced mechanical and chemical recycling processes, has attracted substantial investment from some of the industry’s biggest players. Firms like Syre, Reju, and Ambercycle are focusing on recycled polyester; Samsara Eco on polyester and nylon; and Circ on polyester and lyocell. These innovators are either building or have already established commercial-scale recycling plants, aiming to make textile-to-textile recycled materials more widely available. This expansion is being bankrolled by multi-million-dollar deals from global fashion giants, including H&M, Nike, Gap, Lululemon, Inditex (parent company of Zara), and Target, signaling a potential turning point in corporate commitment to circularity.
For instance, Syre, backed by H&M Group, plans to build 12 large-scale textile recycling plants worldwide by 2032, with an ambitious target of producing 3 million metric tons of recycled polyester annually. Ambercycle, another key player, has secured significant funding rounds, including investment from Temasek and Circulate Capital, to scale its molecular recycling technology for polyester. These investments are not merely financial; they represent a strategic commitment to integrate recycled content into mainstream production lines, aiming to overcome the historical barriers of cost, quality, and scale.
Regulatory Frameworks: Catalysts for Change
Beyond corporate investment, new regulatory frameworks are playing a crucial role in steering the industry towards greater circularity. Extended Producer Responsibility (EPR) rules, increasingly adopted or slated for implementation in regions such as the European Union (EU), California, and Kenya, are designed to hold brands accountable for the entire lifecycle of their products. Under EPR schemes, companies are charged a fee for each product placed on the market, with these funds earmarked to cover the costs associated with collection, sorting, and recycling at the product’s end-of-life. A key incentive mechanism within EPR is the tiered fee structure: brands using more circular and environmentally friendly materials, such as recycled fibers, or designing for easier recyclability, benefit from lower fees. This directly encourages the integration of recycled content and the adoption of eco-design principles. France, for example, has had an EPR scheme for textiles since 2007, with other EU member states now following suit, creating a continent-wide push for responsible waste management.
Complementing EPR, the EU’s Ecodesign for Sustainable Products Regulation (ESPR) aims to establish a comprehensive framework for improving the circularity, energy performance, and other environmental aspects of products across various sectors, including textiles. Key provisions of the ESPR include mandates for increasing recycled content, addressing the presence of hazardous substances that impede circularity, and making products inherently easier to repair, remanufacture, and recycle. These regulations represent a powerful top-down push, forcing brands to internalize the environmental costs of their products and stimulating innovation in sustainable materials and design. Industry analysts suggest that such legislative pressure is essential to move beyond voluntary corporate pledges, which have often been inconsistent.
However, the path to circularity has been fraught with challenges. Many promising solutions have faltered beyond initial pilot phases as the appetite for recycled materials, especially at scale, has waned. This raises a critical question about the long-term commitment of brands, many of whom have demonstrated a tendency to waver on their sustainability pledges in recent years, sometimes engaging in "greenhushing" – downplaying or concealing their environmental efforts to avoid scrutiny. Are these multi-million-dollar deals truly indicative of a sustained commitment, or will they too become expensive distractions if the economic and logistical hurdles prove too high?
Economic and Quality Trade-offs: The "Shoddy" Legacy Persists

Shredding old fabrics inevitably shortens fibers, resulting in yarns that are less durable than those made from virgin materials. Modern mechanical recycling still contends with this fundamental trade-off, requiring recyclers to meticulously balance circularity with product performance. Chemical recycling offers a promising alternative by breaking down fibers to their molecular level, potentially yielding "virgin-like" quality, but it often entails higher energy consumption and the use of specific chemicals, raising its own set of environmental and economic considerations.
Thijmen de Vries, a business developer at circular textiles company Fibre to Fibre, articulates the complexities: "Making yarns out of the fibers is really hard, then making the fabric is really hard, and then making garments from the fabric, making it strong enough, is also really hard. It takes a lot of development." This extensive development phase demands significant time and financial investment from brands and manufacturers, who must experiment with optimal blends of recycled and virgin fibers, and refine weaving or knitting techniques to ensure adequate strength and aesthetic appeal. Currently, Fibre to Fibre’s products are priced comparably to organic cotton or recycled polyester, placing them outside the reach of ultra-fast fashion retailers like Primark but competitive with mid-range brands. De Vries projects that with increased efficiency, the company aims to achieve price parity with conventional virgin materials within the next two to three years. Despite the current elevated price point, Fibre to Fibre anticipates its products will be worn in over 68 countries by the end of 2026, indicating a growing, albeit niche, market appetite.
The competitive landscape, however, presents a formidable obstacle. The booming growth of ultra-fast fashion giants like Shein, coupled with a reported 50 million drop in luxury shoppers in recent years, underscores the market’s increasing sensitivity to price. De Vries acknowledges that recycled products must ultimately compete on cost, as relying solely on consumers’ willingness to pay a premium for circularity may not be sustainable for mass adoption.
The challenges were starkly illustrated by the fate of Swedish textile-to-textile recycling pioneer Renewcell. Heralded as a major player in chemically recycling cotton-rich textiles and production scraps into dried sheets (branded Circulose) for conversion into new fabrics like viscose and lyocell, the company filed for bankruptcy in February 2024. Despite initial promises from various brands to purchase significant volumes of Circulose—which was produced in Sweden and carried a price premium of approximately 50% over conventional counterparts—these commitments did not materialize into sufficient sales. This episode underscored the precarious balance between technological innovation, scaling production, and securing market demand at a viable price point. Thanks to a strategic buyout by an investment firm, Renewcell was resurrected as Circulose in 2025 and recommenced commercial production in early 2026, demonstrating the resilience and strategic importance attributed to its technology.
Even with these significant investments and technological advancements, the scale of the problem remains immense. Syre’s ambitious target of producing 3 million metric tons of recycled polyester annually by 2032, while a substantial leap, would still represent less than 4% of current global polyester production. With polyester production projected to exceed 90 million tonnes by the 2030s, this percentage will likely shrink further. This sobering reality suggests that even under the most optimistic scenarios and with the best intentions, textile-to-textile recycling alone will barely scratch the surface of the fashion industry’s colossal material footprint.
The Elephant in the Room: Unchecked Overproduction
"No matter how good the recycling systems are, they’re not going to solve the overproduction problem," asserts Gordon Renouf, CEO and co-founder of Good On You. This undeniable truth casts a long shadow over the enthusiasm for textile-to-textile recycling among some critics. Ruth MacGilp, fashion campaign manager at environmental organization Action Speaks Louder, echoes this sentiment: "Ongoing production of excess will negate any gains from dealing with existing excess." She advocates for brands to "turn off the tap" by significantly reducing production volumes rather than continuously generating textile waste to be recycled.
The fashion industry’s business model is inherently geared towards overproduction. Brands often "gamble" on demand, leading to surplus stock that is eventually discounted or discarded. Patrik Frisk, CEO of recycling company Reju, critiques this model: "That’s why we have about 20-40% of everything being sold at a discount. We made too much of it, and it didn’t arrive exactly on time [to meet peak demand]. That business model is flawed and will always overproduce." Reju’s strategy involves decentralizing production by building plants across Europe and North America, closer to consumers rather than predominantly in traditional manufacturing hubs. Frisk believes that shorter supply chains and reduced time-to-market could enable brands to produce less upfront, confident in their ability to quickly replenish stock if demand surges. While this approach, coupled with the use of recycled fibers and domestic manufacturing, would increase costs, Frisk argues that brands could offset this by reducing losses from unnecessary production. "This is a moment in time where [brands] should actually plan ahead and say, ‘we’re creating too much waste, we need to become more circular’," he states.
However, this proposition faces resistance, particularly from brands deeply entrenched in the "race to the bottom" on price and quality, as evidenced by the proliferation of ultra-fast fashion. Despite widespread calls from various industry stakeholders, most brands remain opaque about their production volumes, let alone committing to reductions. Leyla Ertur, Chief Sustainability Officer for H&M Group, notably stated in January that the brand’s strategy is not predicated on reducing quantities, affirming, "We would like to produce as much as we can sell." Swedish brand NA-KD stands out as one of the few that transparently reports its progress towards reducing production volumes in its annual sustainability reports, highlighting how unusual such a commitment remains within the industry. This reluctance to address overproduction fundamentally undermines the potential impact of recycling efforts, as new waste continues to accumulate at an alarming rate.
Rethinking Design: The Imperative for Circularity
Beyond simply producing less, brands must fundamentally alter how they design and manufacture garments. Thijmen de Vries of Fibre to Fibre estimates that only about 60% of the textile waste processed by his company can be broken down for new products. The remaining components—such as embroidery, zippers, buttons, and elastane (spandex)—often contain mixed materials or pose mechanical challenges that prevent them from being recycled into the same high-value streams. These components must enter separate waste streams, often controlled by different organizations, and frequently end up incinerated or landfilled.
Dutch company Around Systems is actively working to address these design-related barriers. Founder Steve Kopp initially focused on developing a dissolvable thread for easier automated disassembly. However, he quickly realized that most designers lack a circular mindset, prioritizing aesthetics (print, color, silhouette) over end-of-life considerations. Around Systems has evolved into a multi-pronged platform, including a guidebook for designers to facilitate circular decision-making.
